The Army is issuing this sources sought announcement as a means of conducting market research to identify sources whom have the current capabilities and the resources to support this requirement for the Enterprise Software Licenses, Program Management, and Post Deployment Software Support (PDSS) Services to meet the required delivery date of 150 days.
The scope of this effort is to acquire Army wide unlimited enterprise software licenses, program management, and Post Deployment Software Support (PDSS) services including maintenance, improvements / enhancements, integration & testing, and other technical services for Integrated Network Operations Battalion and Below (INB2), which are currently fielded and deployed as part of the Ruggedized Applications Platform–Tactical Radios (RAP-TR) program.
INB2 provides the NetOps capabilities which support the Department of Defense Tactical Radios, Software Defined Waveforms, and Ancillary Networking Devices. The application will have the primary responsibility for the monitoring and management capability for the network elements that comprise the tactical elements of the Department of Defense Information Network - Army (DoDIN-A). The application will have open extensible interfaces for the exchange of data with other NetOps applications to include the Information repository Integrated Application (IRIS) and future enterprise Over the Air Management (eOTAM). Collectively, this capability will enable the soldiers the ability to seamlessly monitor and manage tactical radios and other lower tier assets. Overall, the INB2 application will provide Signal Soldiers with the situational awareness and understanding to better tailor the tactical network to their mission’s task and purpose.
The RAP-TR system is actively employed for network monitoring and management across operational environments in both CONUS and OCONUS locations, including support to units aligned under Corps and Division-level formations. To meet current network operations (NetOps) requirements, responding vendors must demonstrate current and sustained compliance with key readiness criteria. This includes a valid Authority to Operate (ATO), having a completed Usability Assessment, and ensuring the system is radio vendor-agnostic to support integration across a wide range of tactical radios. These requirements are essential to ensure interoperability, security, and mission effectiveness during rapid fielding and operational use.
If your organization has the potential capacity to perform these contract services, please provide the following information:

- tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity to:
- provide services consistent in scope and scale with those described in this notice and otherwise anticipated;
- secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;
- implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and
- provide services under a performance-based service acquisition contract.
