Specifications include, but are not limited to: Provision of all material, equipment, labor, services, testing, and training required to furnish and install a fully integrated on-line, real-time PARKING ACCESS AND REVENUE CONTROL SYSTEM (PARCS) that shall function in the manner described as specified. Major system components of the PARCS includes, but is not limited to the following: a. Parking Barrier Gates. b. Vehicle Detection Systems. c. Entrance Stations. d. Exit Stations. e. Proximity Card Readers. f. Barcode Scanners/Readers. g. Cashier Terminals. h. Automatic Payment Machines. i. Telephone Dialer Intercom System. j. Central Management System: Including, but not limited to, the Central Computer (server), Workstations and Related Software. k. Facility Management System: Including, but not limited to, server and related software. l. Mass Validator for the creation of chaser tickets as specified. 2. Provision of spare and stock items as specified in Section 1.12. 3. PARCS Design: This system shall be a gated PARCS with the following subsystems: a. Central Management System (CMS) and Facility Management System (FMS) shall be a network consisting of server hardware, task or subsystem computers, and workstations (physical and remote) providing on-line monitoring and control of all PARCS devices. b. Revenue Control System (RCS): For transient parkers that pay for parking per visit, an RCS in a pay-on-foot (POF) and pay-at-exit (PAE) configuration is required as specified. Ticket shall utilize machine-readable barcode ticket technology only. c. Access Control System (ACS): For contract parkers, an ACS using a proximity card reader system. d. Mass Validation System: For the encoding of “chaser coupons” to be used for electronic machine readable validations. e. Roving Cashier System: For collecting and accounting for fees at exit lanes during peak egress periods. f. Debit Card System: To enable use of a proximity card as a debit card with parking fees debited from card account deposits on each exit. g. Web Based On-Line Validation System to enable validation of parking tickets as an Add Alternate.
