Specifications include, but are not limited to: 1.2.1 To collect information necessary for the evaluation of competitive Proposals submitted by qualified Offerors. 1.2.2 To provide for a fair and objective evaluation of Proposals. 1.2.2 To result in Contract(s) between the Successful Offeror and Anne Arundel County, Maryland, that will meet the following guidelines: 1.2.2.1 To deliver quality healthcare services that meet or exceed established audit standards of the National Commission on Correctional Health Care (NCCHC) and the Maryland Commission on Correctional Standards (MCCS). 1.2.2.2 To operate the inmate medical services, dental, mental health, and pharmacy services in three detention facilities twenty-four hours a day, seven days a week, 365 days a year to include medical, dental, mental health, and pharmacy components at full staffing and to use only licensed, board-certified, and professionally trained personnel. 1.2.2.3 To operate the inmate medical services, dental, mental health and pharmacy services in a cost-effective manner with full reporting and accountability to the AACDDF Superintendent. 1.2.2.4 To maintain an open and collaborative relationship with the AACDDF administration and staff. 1.2.2.5 While this RFP covers all services, typically called comprehensive services, including all clinical care delivery and delivery system management for both on-site and off-site services, Offerors experienced in only portions of the comprehensive care are encouraged to submit bids for those portions as listed below. It is the desire of the AACDDF to select an Offeror or multiple Offerors that will provide quality, cost-effective medical, dental, pharmaceutical, and mental health services to AACDDF. Due to this approach, while this RFP may use the singular term “Offeror”, it is intended to refer to any and all Offerors that may ultimately receive a contract under this solicitation unless a qualifier is used, such as “Medical Services Offeror” or “Mental Health Services Offeror”, etc. Furthermore, the AACDDF may select one Offeror to provide all services requested under this solicitation if such selection is deemed in the best interest of the AACDDF. 1.2.2.6 The Medical, Dental, Pharmaceutical, and Mental Health portions of this contract may be bid separately or may be included as one proposal with the other RFP requirements. 1.2.2.7 Offerors are required to provide individual pricing information specific to any or all of the following areas: Offerors may be awarded one or all services as a result of this RFP. 1.2.2.7.1 Medical services include, but are not limited to, nursing services, specialty consultation, female healthcare services, medication administration, medication-assisted treatment (MAT), utilization review, vision, and inpatient hospital services. 1.2.2.7.2 Dental Services 1.2.2.7.3 Mental Health Services 1.2.2.7.4 Pharmacy Services 1.2.2.8 Offerors are permitted to bid on one or more services listed. Cost Proposals must contain the annual fixed fee along with staff salaries (for medical, mental health and dental services). Pharmacy Offerors shall provide pricing for the Maryland Medicaid Pharmacy Preferred Drug List and include a detailed administrative fee and profit margin percentage.
