Specifications include, but are not limited to: The Administrative Office of the Courts (AOC) issues this Invitation for Bids (IFB) on behalf of the District Court of Maryland to replace and expand the existing surveillance system as well as provide the installation of an access control system. There is currently one (1) DVR located in the Department of General Services (DGS) office, fifteen (15) existing cameras, two (2) monitors, and one (1) workstation. There is currently no card reader access control system in the building. Access control consists of cipher locks, toggle switches, and key locks. 1. Furnish and install a standalone, “turnkey”, non-proprietary, digital based, video surveillance system: a. Requirements: (1) Video System: i All video surveillance devices and cameras shall be in compliance with NDAA Section 889. ii Existing cable shall be replaced with Plenum rated Category 6 (CAT 6) cabling. iii The video system shall be designed using IP cameras and use the GENETEC security program. 1. Bidder shall provide all software required to run GENETEC security program. iv The components of this system shall provide the Court with flexibility for expansion now and in the future. v The components shall be upgradable and swappable without requiring mass replacement of all components. vi The system shall not have any connectivity to external networks or Judiciary IT networks. vii System monitoring and controlling shall only be available through the vendor provided workstation and not allow any remote access. (2) NVR shall: i Support seventy-nine (79) cameras. ii Be compatible with GENETIC Security system. iii Be connected to the workstation/monitor in the room to allow direct viewing.
