Specifications include, but are not limited to: Montgomery County, Department of Environmental Protection is seeking a respondent to provide a commercial off-the-shelf (COTS) system (“System”) that will meet the needs of a wide range of stakeholders. • For this system the language of the page must be programmatically identifiable, readable, and understandable. • The design of the system must be responsive, the application must work the same on multiple form factors and be ADA compliant. • Navigation must be consistent across the system so that it appears and operates in a predictable way. • Areas of the application that require user input (forms) must have ample instructions included to help users avoid and correct mistakes. • The user interface must be able to be navigated with a keyboard by making all functionality available from a keyboard and touchscreen. • The system must make sure moving sections can be paused if a user needs more time and it must provide the users enough time to read and use the content. • The system must ensure pages and sections are clearly labeled so users can determine where in the application they are in order to help users navigate and understand the workflow. Training sessions and manuals must be provided. • The database must be well documented to include an ERD Diagram, a Data Dictionary, and comments on all tables and fields. There must be an end-user training manual or videos describing how to accomplish tasks. • The system must integrate identity management consistent with Montgomery County Government Best Practices. See IT Architecture guidelines in Attachment D, Montgomery County Government, Enterprise Architecture, Technical Architecture. • The system must allow for multiple user roles with differing privileges to provide access control. • The system must allow the application to be used seamlessly in different form factor devices. • The system must be hosted on a cloud platform. • All incidents must be geo-coded so they can be displayed on a map or pulled into ESRI’s GIS mapping tools. • Enforcement officers must be able to print on all forms of violations and citations on demand from a handheld device. Handheld devices will be provided by contract awardee. • The system must provide real-time transmittal of issued citations to the system via Wi-Fi or cellular network. The handheld devices will be provided by contract awardee, but cellular service will be provided by Montgomery County. The system must be able to recover from any cellular or network outages and transmit data when the network becomes available again. • The system must upload and store documents including photos and scanned vehicle registration and bond information.
