Specifications include, but are not limited to: The Contractor shall provide creative concepting, copywriting, developing of slogans, logos and themes, photography, editing of all advertising, translation of print and other media for appropriate multicultural outlets, talent fees, studio expenses, location expenses, and the securing of high-resolution digital images (whether stock or otherwise) for the HEAUs advertising campaigns appropriate for statewide promotion of the HEAUs services. The final product of the creative and graphic design services the Contractor provides shall: o Be racially, ethnically, and culturally non-biased and relevant for a diverse population o Depict diversity in materials o Recognize and respect differences in cultural norms, language, and beliefs o Use language, concepts, and emotional tone appropriate for the age and audience o Readily capture the attention of the primary audiences and motivate the viewer to visit the HEAU website or call the HEAU for needed services o Address the different services the HEAU provides consumers and o Propose a toll free number and/or uniform resource locator (URL) easy and convenient for consumers to remember that aligns with and captures the theme(s) of the outreach campaigns. 2. The Contractor shall ensure that all developed graphic design(s), logos, fonts, tag lines, slogans, themes and marks have the ability to be federally trademarked (for example, utilizing www.uspto.gov to search if the proposed slogan, logo, tag line, or theme is already trademarked). 3. The Offeror shall make its best effort to assure that any proposed URL and/or toll free number are available at the time of the Offerors proposal (for example, utilizing www.godaddy.com to confirm the availability of the proposed URL). 4. The Contractor shall provide graphic designs appropriate for print media advertisements and mass transit advertisements. o The graphic design development shall include the design of various formats of print advertisements (newspapers, magazines, website, etc.) and transit advertisements (the design of busses, commuter trains, the interior and/or exterior of bus/subway/Light Rail stations, etc.).
