A. Program Description The Administration has a need for a Grant Manager experienced in the research, application development and administration and management of grants in support of the Office of Capital Programs, for BWI Thurgood Marshall and Martin State Airports located in the State of Maryland. Specific task assignments are expected to vary depending upon the Administration’s needs throughout the duration of the contract period. The Contractor is responsible for managing the full grant life cycle from project identification, grant preparation, submission and acceptance, oversight of expenditures and reimbursement of State costs, internal and external reporting, and closeout. B. Services to be Provided 1. The broad range of required services may include, but not be limited to: a) Projects Seeking Funding i. Research and secure funding from state or federal grants, non-profit, foundations, corporations, or other private funders whose priorities match the needs of programs at BWI Thurgood Marshall and Martin State Airports. ii. Responsible for full grant life cycle from project identification, grant preparation, submission and acceptance, oversight of expenditures and reimbursement of State costs, internal and external reporting, and closeout. b) Grant Acquisition i. Monitor state, federal, and private sources for grant notices of potential opportunities. ii. Develop relationships or utilize existing relationships with non-profits, agencies and organizations providing funding opportunities. iii. Provide and/or present grant opportunities to the Administration’s Alternative Funding Committee. iv. Prepare grant application for accepted recommendations including timely submission of funding request. v. Provide notification to the Administration’s Alternative Funding Committee of funding request outcome. vi. Provide coordination of grant award and establishment of administrative requirements.
