A. Topsoil: 1) Topsoil shall be a sandy loam, clay loam, loam, silt loam or sandy clay loam or other soil approved by the BOARD OF EDUCATION OF PRINCE GEORGE'S COUNTY authorities; 2) It shall not have a mixture of subsoil; contain no slag, cinders, stones, lumps of soil, sticks, roots, trash or other extraneous materials larger than 1-1/2 inches in diameter. Screened topsoil shall not have extraneous materials larger than 3/8 inches in diameter; 3) Topsoil is the "A" horizon of the soil developed over thousands of years, usually darker in color due to a residue of organic matter. Where the soil changes from the darker color to gray, yellow, or yellowish red, red, etc., the soil has changed to the "B" or "C" horizon and is no longer "Topsoil". Topsoil NOT from the “A” horizon and/or soil that has been artificially processed and amended with organic matter, is not naturally occurring and is not considered “Topsoil”. This requirement is confirmed and established by the “MARYLAND DEPARTMENT OF TRANSPORTATION STATE HIGHWAY ADMINISTRATION STANDARD SPECIFICATONS FOR CONSTURCTION AND MATERIALS” dated July 2025;
