A. Data Collection & Mapping Analysis The consultant shall: • Conduct comprehensive parcel-level analysis of tax revenue, service costs, and infrastructure burden • Integrate GIS data, zoning maps, property assessments, and municipal financial records • Analyze existing public right-of-way, water, sanitary sewer, stormwater, and other town service delivery obligations • Collect data on municipal services costs (recreation, parks, general government, public safety) • Evaluate fiscal impacts related to outside agencies (school districts, emergency services, county services) B. Fiscal Impact Modeling Current Land Use Analysis: Analyze municipal fiscal impacts of the Town’s different land use categories, including but not limited to: • Single-family residential (by density) • Attached and detached multi-family residential (by density) • light commercial • Low-density office • High-density office • Heavy commercial • Mixed-use central business district • Industrial/flex space • Light Industrial • Heavy Industrial • Agricultural lands • Privately-owned open space • Publicly-owned open space/recreation • Civic and Institutional uses Analysis Requirements: • Determine net fiscal impact by individual parcel and zoning district • Identify patterns of fiscal inefficiency or surplus zoning across the Town’s different land use types • Analyze long-term fiscal impact of property tax assessments as they relate to total tax revenue • Provide graphic illustrations demonstrating relative economic and fiscal effectiveness of current land uses and development patterns • Compare current fiscal conditions to potential future build-out based on existing Comprehensive Plan and zoning regulations C. Scenario Planning and Projections • Model alternative zoning mixes and land use configurations • Evaluate economic outcomes under different land use and zoning strategies • Project land use scenarios and potential development projects (to be selected in consultation with Town staff) • Analyze fiscal impacts on tax revenues, other revenues, infrastructure, and service costs under various scenarios • Assess infrastructure capacity and service delivery implications of different land-use scenarios or development patterns
