Specifications include, but are not limited to: A. Federal Receipts Programs include Standard Form 123 (SF123) with General Services Administration (GSA) Integration, Fixed Price Vehicles, National Aeronautics and Space Administration (NASA) Property, and Federally Abandoned Property, requirements shall be as follows: 1) Must have the ability to directly import information from GSA’s online property disposal system (GSAXcess) or current U.S. General Services Administration (GSA) system (http://gsaxcess.gov) for all signed SF123s.; 2) Must have the ability to manually enter SF123s for times when property does not go through GSAXcess.; 3) Must have the ability for searches by Disposal Turn In Document (DTID) such as DTID Number, DTID Date, Item Control Number and Description.; 4) Must have the ability to add more detailed text descriptions or fields (make model, serial number, location, etc.) that are not provided by GSAXcess.; 5) NASA Requirements: The system must be able to accept NASA Property numbering system provided by GSA.; B. Receiving FSP System Requirements: The FSP system must allow for the receiving of items and perform the following at a minimum.; 1) Check property in and indicate on each line that it has/has not been received; 2) Ability to receive item as a quantity that is over or under noted on SF123.; 3) Ability to receive items in a different format (i.e., SF 123 indicates a package or lot, be able to receive them as each).; 4) Ability to generate Shortage/Overage reports when SF123 is notated that property has been received.; 5) Allow for customized inventory (ex: part 1 of 2, etc.) or edit descriptions. ; C. Stock FSP System Requirements: Stock, which are items with an original acquisition cost of $500 or more, must be tracked as individual items and followed through the entire process from receiving to disposition. The FSP system must allow for stocking and must perform the following at a minimum: 1) Track line-item number which correlates to the SF123 number (ex. 34567-108 where 3 is the federal fiscal year, 4567 is the SF123 number, and 108 is the line on the document).; 2) Item description include 3 parts: 1. name of item, 2. manufacturer, and 3. serial number, plus a space for comments on the item. In addition, able to extract a list of all items that meet a certain criterion based on the fields at a given time.; 3) Indicate the date the item was last physically inventories.; 4) Allow additional items to be added that are received at a later date using the same inventory number.; 5) When items are received at a later date, be able to increase the quantity and/or acquisition cost of an existing item. ; D. FSP Donees Account Management Requirements Donee General System Requirements must include: 1) User Name; 2) Password; 3) Account Number; 4) 3040 code; 5) Account expiration date
