MSDE will evaluate how Maryland’s regulations compare to those in other states and determine whether each regulation contributes to child and staff safety, supports quality early learning, and affects the ability to open or sustain child care operations. Throughout this process, MSDE will engage stakeholders, including the Office of Child Care Advisory Council (OCCAC), community partners, interest-holder, early childhood education providers, and parents to ensure recommendations reflect real-world needs. A final report will be submitted by September 1, 2026 to the Governor and General Assembly. These efforts aim to create a regulatory environment that promotes safe, high-quality, and sustainable child care while expanding access for families across Maryland.
