Specifications include, but are not limited to: The Maryland Health Services Cost Review Commission (HSCRC or “Commission”) is an independent state agency responsible for regulating Maryland’s $20 billion hospital industry. Under Maryland’s all-payer, hospital rate setting system, the Commission has developed methodologies to increase hospital efficiency and promote cost containment for both inpatient and outpatient hospital services. Under the Total Cost of Care model, the State is accountable to The Centers for Medicare and Medicaid Services (CMS) for achieving certain cost and quality targets for the State’s Medicare population. The HSCRC is responsible for tracking and analyzing the State’s performance against these goals. In addition, the HSCRC manages a suite of programs and methodologies that align other industry stakeholders, such as hospitals and physicians, in support of meeting the goals set by CMS.
