The Contractor shall prepare both a redacted and unredacted final report containing its evaluation of the applications and recommendations by deadlines as listed in Section 2.4.4 Task Schedule. This final report shall include the results, discussion, and recommendations of the Contractor pertaining to both non-price factors and the following quantitative evaluations that include an assessment of the power market, rate effects and net cost-benefits of each proposed project using: 1. An industry accepted simulation tool to perform a market revenues assessment for either a 15-year or a 20-year duration of an energy storage contract; 2. An industry accepted ratepayer impact model to assess both residential and nonresidential rate impacts; 3.
