a. Under this contract, the selected consultant shall provide: 1. Design and permitting services to the City of Frederick Department of Public Works 2. Design/engineering plans 3. Geotechnical investigation and analysis 4. Bid specifications 5. Easement exhibits 6. Supporting computations 7. Coordination with: i. Adjacent property owners ii. MDE (Maryland Department of the Environment) iii. SCD (Frederick Soil Conservation District) 8. Obtain any and all regulatory approvals for design and construction which may include but would not be limited to: i. Frederick County Soil Conservation District approval ii. MDE authorization iii. US Army Corps of Engineers authorization iv. FEMA LOMR b. The design/engineering work to be completed under this contract shall also include: 1. Scheduling and attending pre-design meetings with the City of Frederick’s Engineering, Public Works, Parks & Recreation, and any other relevant department staff to review operational concerns and to review the scope of work as needed 2. Assessment of existing conceptual plans 3. Preparation of construction plans and documents 4. Report with preliminary cost estimates 5. Presentation of construction plans and estimates to Engineering and Public Works Department staff and Purchasing staff for owners approval 6. Preparation of sealed detailed plans and specifications for bidding; presentations to the NAC and AMAC 7. Assistance with advertising for bids, attending pre-bid conference, evaluating bids, and ultimately making a recommendation on a selected firm to the Mayor and Board of Aldermen
