Frederick County, Maryland (the “County”) is seeking proposals from qualified consulting firms to assist in the documentation, discovery, selection, and implementation of a “informed” budgeting process. This initiative aims to enhance our budgeting process by linking the budget and funding decisions to strategic initiatives and performance outcomes, thereby allowing for informed decision making and improving efficiency and accountability. This will be a phased project consisting of a First Phase wherein the Contractor will investigate and document existing budgeting processes across the agencies of the County, a Second Phase wherein the Contractor will analyze processes and provide recommendations to the Director of the Office of Budget as to which method of budgeting would be best practice for the County, and the Third Phase will consist of the Contractor working with the County to implement the selected budgeting process(es). The goal of this solicitation is to implement a countywide budgeting process which will allow the administration to make informed decisions when considering budget requests during the budgeting process.
