This Request for Proposals ("RFP") is to hire a contractor to compile and assess information about the top capacity-related issues in the Chesapeake tidal wetland space into a comprehensive report that includes priority issues by jurisdiction. The work will be supported by the U.S. Environmental Protection Agency’s Chesapeake Bay Program Office (EPA’s CBPO) as part of the Developing Capacity Initiative focused on building the capacity of tidal wetland jurisdictions to meet goals that contribute to the Chesapeake Bay Watershed Agreement outcomes. The EPA CBPO supplies the funding through the Catalog of Federal Domestic Assistance (CFDA) 66.964. In this RFP, the four tidal wetland jurisdictions within the Chesapeake Bay Watershed refer to Delaware (DE), Maryland (MD), Virginia (VA) and Washington, D.C. (D.C.). Tidal wetlands are the focus of this RFP at the request of the EPA CBPO due to the vulnerability of this resource to sea level rise, one of the many important manifestations of changing environmental conditions in our region. Sea level rise threatens existing tidal wetlands and poses a human risk, as low-lying communities in the “path” of sea level rise (and wetland migration) can be disproportionately impacted.
