i. Develop and disseminate extensive surveys asking the Ranks to rate the importance and frequency of various Task Statements (“TS”) and Knowledge, Skills, and Abilities (“KSAs”). ii. The results of the surveys will be used to develop the TS and KSAs for the promotional process. In the past several years, there have been changes to laws and/or to the Department’s policies and procedures. A Currency Analysis was conducted to identify how these changes affect the TS and KSAs in years when a JTA was not administered (2014, 2016, 2018, 2021, and 2023). The Contractor will use what was developed pursuant to the previous JTA along with information from the most recent Currency Analysis as the starting point for the new JTA. iii. Incumbent Corporals and Sergeants will have the opportunity to rate the importance and frequency of various Task Statements (“TS”) and Knowledge, Skills, and Abilities (“KSAs”) through the JTA survey conducted by the Contractor.
