Specifications include, but are not limited to: These specifications in addition to and/or in place of similar paragraphs in the Board of Education of Harford County (hereafter referred to as Harford County Public Schools or HCPS), Instruction to Bidders, are intended to furnish all necessary permits, plant, labor, equipment, materials, supervision, tools, insurance, services, and all related incidentals required to provide contractual unarmed, uniformed security guards for the overnight residential program at Harford Glen (Environmental Education Center) located at: 502 W. Wheel Road, Bel Air, Maryland 21015. 2.1 This solicitation and the specifications that follow are being offered to contract with an agency who can provide qualified contractual unarmed, uniformed security guards, for the Harford Glen overnight residential program. The requirements outlined herein are intended as an aid to acquaint bidders with what could be required to execute the work on this Contract. These specifications will serve as the source document for services for the term of Contract. 2.2 Unarmed uniformed security guards will provide a variety of services which may include, but are not limited to the following general tasks: entry and egress access control; roving patrols of interior and exterior building areas and parking lots; crowd management; intervene to de-escalate threats or conflict and/or physically intervene to address a disruption or physical altercation; communicate with Harford County Emergency Management and/or Harford County Police Department, if necessary. The Awarded Bidder(s) shall provide for services in accordance with industry standards. 2.3 HCPS anticipates needing one (1) contractual security guard, one (1) to four (4) nights per week (Monday through Thursday), from 10:00pm – 6:00am (EST) during the school year (approximately mid-September through early June). The security guard may eat while on duty. See attached 2022-2023 Harford Glen calendar. 2.4 HCPS will provide a calendar each year to the Awarded Bidder(s) with the anticipated dates for the residential program. Due to staffing issues, inclement weather conditions and/or schedule adjustments, the calendar is subject to change. Awarded Bidder(s) will be notified and provided an updated calendar whenever changes are made
