Specifications include, but are not limited to: The descriptions/specifications of required services sought through this Request for Proposals (RFP)are the minimum requirements for the Contractor to present a complete utilities managementassistance mission statement for evaluation by the County. The Contractor will share in savingsgenerated by the Contractor's successful implementation of its utilities management plan. TheCounty will offer no other compensation to the Contractor, however, the County will, contingentupon appropriation and encumbrance of funding, be solely responsible for financing assetmodifications and system enhancements recommended by the Contractor. Work under the contractresulting from this solicitation will be assigned on a task order basis. The County may issue taskorders to the Contractor for the purposes of having the Contractor evaluate utilities using anequipment and build envelope on a partial building, whole building, or a group of buildings
