Specifications include, but are not limited to: House Bill 1161 delineates who is to be a part of this Commission, approximately 22 people, representing cross-sectional viewpoints and bringing knowledge and expertise to this Commission. The Consultant shall: 1. Coordinate with the Maryland State Department of Education (MSDE) legislative liaison and the Governors Appointment Office to obtain appointments to the Commission on Special Education Access and Equity as required by House Bill 1161 2. Develop correspondence from the MSDE to prospective members for the Commission 3. Assist with gathering resumes and curriculum vitae from prospective members 4. Review with the MSDE staff then submit the resumes to the Governors Appointment Office for consideration 5. Assist the Assistant State Superintendent, Division of Special Education/Early Intervention Services (DSE/EIS) with Agenda development 6. Assist with inviting expert practitioners to provide data to the Commission 7. Proof, review, and edit all written materials and written reports for the Commission 8. Coordinate the final written report to the General Assembly in December 2014 to make sure it is complete with findings and recommendations on issues relating to access and equity of special education services.
