Specifications include, but are not limited to:The Maryland State Department of Education (MSDE), Juvenile Services Education Schools (JSES), and the Division of Special Education/Early Intervention Services (DSE/EIS), are requesting the services of a consultant to provide expert advice, policy review and drafting, technical assistance, and program monitoring for legal compliance. Background: The MSDE, JSES provides educational services for students residing in facilities operated by the Department of Juvenile Services (DJS) across the State. The educational program at each site provides daily instruction, including special education and related services for students with disabilities. Given the scope and size of the program, and the number of students that enter DJS facilities with an Individualized Education Program (IEP), it is essential that MSDE, JSES monitor for compliance under the Individuals with Disabilities Education Act (IDEA) in a consistent and routine manner. Timely implementation of corrective actions required as a result of noncompliance at select schools necessitates an immediate response to improve processes and procedures throughout the MSDE, JSES. Nature of Work: The contractor shall work approximately four months primarily with the MSDE, JSES Assistant State Superintendent and school staff, to complete the following deliverables: Evaluate the MSDE, JSES policy regarding the provision of instruction by highly qualified teachers and draft a detailed implementation plan, including an analysis of the content area supervision that is occurring within each school by November 25, 2015.
