Specifications include, but are not limited to: ACting on behalf of and at the direction of DHCD, the Contractor shall be responsible for:A. Researching and evaluating QAP and Guide criteria in use in Maryland and other states,as well as "best practices" adopted by the National Council of State Housing FinanceAgencies (NCSHA)B. Complying with the general DHCD timeline and schedule for adoption of the 2013 QAPand Guide, as shown in Appendix AC. Coordinating and facilitating the overall process for adopting Maryland s 2013 QAP andGuide including:1. Scheduling and holding meetings with DHCD staff, nonprofit stakeholders, for-profitstakeholders, and public stakeholders to receive input on the existing and proposedchanges to the QAP and Guide2. Producing draft revisions of the QAP and Guide incorporating suggestions ofstakeholders and DHCD3. Providing one or more drafts of the QAP and Guide to DHCD for review andapproval, in Microsoft Word format or as otherwise specified by DHCD4. Scheduling and conducting appropriate public hearing(s) in accordance with federaland state requirements and. 5. Creating and maintaining appropriate records of meetings and hearings, in accordancewith applicable federal and state laws, including the Maryland Access to PublicRecords Act, and making such records available to DHCD on a regular basisD. Making recommendations to DHCD concerning the processes, procedures, policies, andother matters related to the adoption of the 2013 Maryland QAP and GuideE. Performing other duties assigned by DHCD related to the adoption of the 2013 MarylandQAP and GuideF. Providing a Microsoft Word and PDF copy of the 2013 Maryland QAP as finalized toDHCD not later than December 2012 unless otherwise specified by DHCD andG. Providing copies of all records of meetings and hearings, described in Section C (5)above, to DHCD not later than December 2012 unless otherwise specified by DHCD
