The Maryland Department of Health (MDH), Center for Tobacco Prevention and Control (CTPC), is issuing this RFP to obtain a contract to carry out a comprehensive, independent evaluation of the Maryland Tobacco Control Program’s services. This evaluation will involve designing a detailed evaluation plan, developing practical and actionable recommendations, producing clear and informative evaluation reports, and supporting CTPC in applying the findings to enhance program efficiency and effectiveness, ultimately working to reduce the burden of tobacco use in Maryland. 2.1.2 It is the State’s intention to obtain goods and services, as specified in this RFP, from a contract between the selected Offeror and the State. 2.1.3 This is a single award. See RFP Section 6.5 Selection Procedures for more Contract award information. 2.1.4 A Contract award does not ensure a Contractor will receive all or any State business under the Contract.
