a) Task 1: Conduct desktop research of available reports, studies and analyze existing data points to understand social and environmental trends. Based on existing emission reduction trends develop a forecasting model to identify alignment timeline to existing sustainability goals. Identify potential challenges to the work, possible champions to advance efforts, and list existing programs/policies that can assist with the completion of expected goals. Deliverables: i. Kick-Off Meeting Agenda and Presentation Deck; ii. CAP Development Workplan (RACI Matrix, expected timeline, milestones); iii. Code and Policy Matrix (applicable regulations across city, county, state and federal levels); iv. Regulatory Compliance (highlighting requirements for each policy/code and standard); v. Emissions Forecasting Model and Methodology Documentation; vi. Meeting Summary Report with Key Trends, Challenges, and Opportunities identified for the City of Gaithersburg; and vii. Action Items for Next Steps. b) Task 2: Facilitate a working session with the Mayor and City Council to identify sustainability priority focus areas. Identify key stakeholders to solicit feedback from and gather details on top challenges/needs across the identified priority areas. Deliverables: i. Working session meeting with Mayor and City Council, and implementation of a Double Materiality Assessment to select priority sustainability focus areas and actions; ii. Stakeholder Engagement Plan and Implementation Timeline; and iii. SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) by each priority focus area based on gathered feedback from key City stakeholders. c) Task 3: Deliver a GHG Inventory Excel file that follows Global Protocol for Community-Scale GHG Emissions (GPC 1.1); differentiating between community and city-wide emission cuts that need to be unlocked to achieve set sustainability goals. Utilize findings to conduct scenario analysis for future emissions given changing population, increased warming and renewable energy adoption. Finalize sustainability goals and expected progress milestones. Deliverables: i. GHG Inventory Summary (identifying trends of historic GHG emission reductions); ii. A Comparison Matrix of City, State, and County Emissions Targets (given forecasting milestones of each emissions track, and results of historic reductions from past GHG emissions inventories); iii. Emissions Scenario Analysis Report (comparing city, county and state goals to three factors: population increase, temperature increase and renewable energy sourcing); iv.
