This is a REQUEST FOR PREPROPOSALS (White Paper) UNDER THE "CWMD BOTAA-24-01." (Please follow the steps for submission that are attached in the BOTAA). The government intends to award one or more Other Transaction Agreements (OTA) authorized by statue 10 USC 4022.
Please see the attached Statement of Objectives for details pertinent to this effort.

The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. All Pre-Proposals shall be sent electronically to both Agreements Officer, Jemel Hogan, at e-mail jemel.m.hogan.civ@army.mil, and Agreement Specialist, Emily McGill, at e-mail emily.c.mcgill.civ@army.mil, no later than 5:00 PM EST on 22 December 2025.
