e selected contractor will be responsible for managing and executing all activities required to develop a comprehensive Strategic Plan for the Cancer and Chronic Disease Bureau. The Strategic Plan should span a 5-year period and serve as a roadmap to advance the Bureau’s mission, align with state and federal priorities, and respond to current and emerging public health challenges. 3.2.1 General Requirements: A. The vendor must have a minimum of five years of experience developing strategic plans for government agencies, public health entities, or large nonprofit organizations. B. The vendor must have familiarity with state government operations, regulatory environments, and public service delivery models. C. The vendor must have specific knowledge of public health in the following areas: cancer, chronic disease, tobacco prevention/cessation and oral health. D. The vendor must demonstrate the ability to produce high-quality written reports suitable for a government audience.
