MD Labor is issuing this RFP to qualified Offeror(s) to work at one or more MD CE ABE school programs (the specific schools are listed in Section 2.3 item (G). The MD CE ABE school programs are located within Department of Public Safety and Correctional Services (DPSCS) correctional facilities and are required to provide legally mandated services outlined in IDEA and COMAR for students with Special Education services who have an IEP, and for students who have a 504 Plan. The Offeror needs to provide in-person MD CE Special Education counseling services to incarcerated individuals who are current students and to those who have aged out of Special Education and are owed counseling services due to a reduction of Free Appropriate Public Education (FAPE). Further, the Correctional Educational Special Education program needs a School Psychologist(s) who can provide in-person formal testing, write comprehensive psychological reports, and interpret these results at IEP meetings. Offerors are needed who can complete informal assessments, conduct inperson student observations, write IEPs and MOIEP documents, attend IEP meetings and provide student input, collaborate with stakeholders as they relate to a student's Special Education program, and communicate effectively with CE Special Education stakeholders.
