Specifications include, but are not limited to: The Maryland State Department of Education (MSDE), Division of Accountability, Assessment, and Data Systems group (DAADS) is in need of two (2) experienced GIS analysts with experience in designing and developing GIS analyses and end-user graphics presentations using educational data to prepare requirements for GIS development in an Oracle OBIEE and Oracle Spatial environment. 2.2 SCOPE OF SERVICES This RFQ is to solicit a qualified Contractor for consulting services as requested by MSDE. The Contractor shall furnish labor, resources and expertise required for the implementation of this solicitation. The Consultant will be responsible for: 1. Reviewing existing OBIEE dashboards in several educational areas and identify dashboard candidates for GIS analysis and data presentation. 2. Designing four GIS analysis scenarios with recommendations for end-user graphical design with GIS data drill-downs. 3. Providing guidance on spatial data needed to support GIS analysis scenarios that are required in spatial database. 4. Working with OBIEE developers to prepare two GIS proofs-of-concepts using OBIEE. 5. Preparing requirements documents as needed.
