2.2 Background and Purpose Garrett County Government is seeking bids from qualified contractors for the paving of the existing 0.25- mile walking path at Bloomington Community Park. The project is funded in part through the Recreational Trails Grant (RT 2405) administered by the State Highway Administration (SHA). The improvements are intended to enhance accessibility, promote community engagement, and support outdoor recreational activities. The work will take place on property owned by the Bloomington Volunteer Fire Department, with a 20-year Joint Use Agreement in place with Garrett County. 2.2.1 Agency Staff and Roles The contractor will work with the following Garrett County staff: a) Procurement and Invoicing: Trevor Butler, Procurement Officer b) Grant Management: Siera Wigfield, Project Planner (RTP Grant Administrator) c) On-Site Project Coordination: Shane Bosely and Maggie Robey, Project Managers 2.3 Responsibilities and Tasks 2.3.1 Site Preparation 1. Remove any vegetation, debris, or unstable materials from the path alignment. 2. Grade and compact existing gravel base to ensure uniform cross slope and drainage. 2.3.2 Paving of an 8-foot-wide asphalt walking path: 1. Where necessary, scarify and recompact the subgrade. 2. Conform to SHA's Bicycle Policy & Design Guidelines (Chapter 7: Shared Use Paths) 3. Construct 2" asphalt surface on 6" compacted aggregate base (CA-6 or CR-6) 4. Include 2% cross slope to shed water laterally onto adjacent turf 5. Provide graded turf shoulders (minimum 2 ft) on both sides of the paved path 6. Path shall support occasional service/maintenance vehicle loads (see Appendix A) 2.3.3 Drainage and Grading 1. Ensure cross slope and turf shoulder provide natural sheet drainage to the grass 2. Where ponding risk exists, include minor swales or daylight channels 2.3.4 Compliance with ADA and SHA policies: 1. Cross slope ≤ 2%; longitudinal slope ≤ 5% unless otherwise approved 2. Connections to parking lot and other amenities shall be ADA accessible 2.3.5 Site Restoration 1. Backfill edges of trail with topsoil. 2. Seed disturbed areas and provide erosion control as needed. 2.3.6 Compliance and Documentation 1. Submit reports and materials tickets. 2. Maintain communication with County project managers on site progress. 2.3.7 Project Closeout 1. Final walk-through with County project managers. 2. Correct punch list items. 3.
