Specifications include, but are not limited to: This request for a quote is to procure the services of a Vendor to develop an online application for the Maryland State Department of Education (MSDE) to electronically capture the results of the Autism Waiver Provider Interagency Medicaid Monitoring Team (PIMMT) site visits in a MS SQL database. The AWQAS will be developed to permit multiple synchronized ways to access the SQL database such as: an MSDE workstation connected to the local area network (LAN), an internet browser device using a Dot.Net Front End, a laptop computer /tablet connected to the internet via Wi-Fi, a laptop computer without internet access used for off-site data collection which can perform a data transfer to an Open Database Connectivity (ODBC) compliant SQL database at MSDE. Data collected off-site on the laptop computers/tablets will sync wirelessly or via cable with the existing back-end SQL database (hosted at MSDE) using the ODBC protocol. The AWQAS should also support easily exporting data to Excel spreadsheets and/or Text files. AWQAS will produce reports on each monitoring visit and will also provide the information required for the Annual Report on Performance Indicators from the monitoring results. The federal Centers for Medicare and Medicaid Services (CMS) require the State to monitor all providers every two years. There are approximately 70 Autism waiver providers that must be monitored. The Autism Waiver, through Medical Assistance, allows eligible children with Autism Spectrum Disorder to receive specific waiver services to support them in their home and community. The monitoring process facilitates compliance with COMAR regulations in the delivery of services to children and families and recovers State Medicaid funds from non-compliant providers. MSDE will require an administrator module to permit managing secure user logins and access roles. Roles of AWQAS User staff: Autism Waiver Provider Liaison at MSDE will oversee end users of AWQAS and will store and manage data and generate reports. They will be able to execute manual alteration of individual data elements with totals and percentages in tables, forms and reports. Autism Waiver Audit Staff at MSDE will be the primary off-site and the MSDE LAN users. The data collected will be primary from field audits, and Waiver Staff at the Department of Health and Mental Hygiene (DHMH) will be the primary internet users of AWQAS and will also enter data while on off-site field audits. DHMH and CMS will be the main recipient of reports and data generated from the AWQAS.
