This requirement is a Combined Synopsis/Solicitation for the Arbor Plan 2023. It is set-aside for Small Disadvantaged Businesses.
An update to the 2011 Arbor Plan is needed. Increasing development pressures and airfield obstruction issues have consumed some acreage of trees on base. Continued development of the base will occur as the base modernizes, missions evolve, and new missions are sited at the base. This development can pose risks to forest stands and disruption of biodiversity. In addition, building demolition and construction have occurred that open up new opportunities for replanting. The Arbor Plan must include the development of future planting that will be used over the next 5-10 years to accomplish several goals. Goals include Environmental Management System (EMS) and Integrated Natural Resources Management Plan (INRMP) objectives in enhancing open space and natural areas, help offset recent clearing, promote non-fragmented ecological communities and biodiversity, sustain ecological values and function of the forested landscape (ensure the habitat is not in conflict with the mission), and integrate forest management activities with management of all natural resources and with the military mission requirements at Joint Base Andrews.
