3.2.1 General Requirements for landscape maintenance and installation include: 1. Bi-monthly weeding of existing planting beds and tree rings, including shaping of all plants over 12” ht. During peak periods additional weeding may be requested by the Superintendent. 2. Monthly refresh of mulch. 3. Application of ORGANIC pre-emergent and monthly spraying to all planting beds and tree rings for weed control – the use of pesticides is prohibited on State House grounds. 4. Deadheading of perennials, and cut back of perennials in the Fall. 5. Selective pruning of shrubs, both evergreen and blooming as needed. 6. Removal of all refuse at time of work. 7. Fall Leaf Removal i. Beginning the last week of October, weekly Fall leaf removal until mid-December, as needed. A total of 4 visits. 8. Plants specified for beds are as follows (Flowers to be in bloom during these months; in some cases bulbs will need to be planted prior to bloom, i.e. tulip bulbs planted in fall for spring bloom) Colors MUST be colors noted below to represent Maryland state flag colors. Flower beds will be identified during the site visit. i. Winter - Viola Hiemalis (winter pansies) - in red and yellow ii. Spring - Tulips - in red and yellow (bulbs planted in fall) iii. Summer - Dragon Wing Begonias - in red iv. Fall - Viola Hiemalis (winter pansies) - in red and yellow A. Qualifications and Guidelines for State of Maryland Landscape: Enhancement and Maintenance a. The Contractor shall not use any of the pictures, illustrations, or drawings of work to be done for any form of advertising without consent and approval from the DGS Office of the Secretary b. All plant material installed shall conform to "American Standard for Nursery Stock (Size and Measurements)" published by A.H.I. Association 2014 American Horticulture c. All garden preparation and planning shall follow Landscape Contractors Association MD, DC, VA, Exterior Landscape Installation Guidelines d. All landscape maintenance shall follow Landscape Contractors Association MD, DC, VA, Exterior Landscape Maintenance Guidelines e. All safety standards shall conform to the OSHA Standards for Landscape & Construction f. A project manager shall be on site during all demolition and installation to ensure proper landscape practices and safety guidelines are observed. This person MUST BE fluent in both English and Spanish languages. g. Once the contract begins, work is to proceed until the contract is fulfilled. h. Plant Materials, trees and shrubs shall be warranted for a period of two years, except for annuals which shall be warranted for one year. Replacement of materials shall be made as necessary. i. A Professional Landscape Architect must be on staff and review all stages of installations.
