The Contractor must complete the following three (3) Deliverables (Tasks): With assistance from County staff and in a format that will allow for an expedient evaluation, expeditiously review an abbreviated master list of County-owned land (anticipated to be hundreds of parcels) and identify those pieces of property that are either vacant or under-utilized. Task 1, the compilation of a Phase I list of potentially developable properties (anticipated to be between 10 and 30 parcels), is expected to be completed within 45 days from Contract execution. Further review, analyze and critique the Phase I list against specific evaluation criteria such as current use and zoning, existing encumbrances, Master Plan recommendations, necessary infrastructure required for development, and the like. Task 2, the compilation of a short list of potentially developable properties (anticipated to be between 3 and 8 properties), is expected to be completed within 45 days of the completion of Task 1. Further review and analyze the short list of potentially developable properties through site visits and preliminary market analysis. Identify and rank the top County-owned parcels which have the most value in the commercial marketplace, the greatest potential for immediate residential or mixed-use development, and the least amount of impact on existing County operations and services if developed by the private sector. Provide initial recommendations for presenting and promoting these properties in the commercial marketplace. Task 3, the identification and ranking of properties most likely to have immediate development potential, is expected to be completed within 45 days of the completion of Task 2.
