3.1 Contact the HCPS Environmental Compliance Coordinator to schedule inspections at 410-638- 4088. Both the Environmental Compliance Coordinator and the chief custodian for each location shall be present during the inspection, if possible. 3.2 Maintain communication with the HCPS Environmental Compliance Coordinator in the Facilities Department as all decisions to be made on this project must be through this department. 3.3 Outline the methods of services to be performed and time frames for completion. 3.4 Review existing drawings, previous asbestos inspections, and current Management Plans for all buildings including re-locatable classrooms. Management Plans are on file at the HCPS Facilities Department for all buildings. 3.4.1 To review an electronic copy, at our Facilities’ location, of the last AHERA 3-year or 6- month periodic inspections, contact the Environmental Compliance Coordinator at 410- 638-4088 to make an appointment during normal business hours. 3.5 Update cost estimates for response actions, O&M activities, and training to reflect current rates. 3.6 Ensure that asbestos containing building material (ACBM) has been identified throughout the building in accordance with the most current AHERA and EPA regulations. Assess and document the condition of any ACBM not previously identified. 3.7 Visually re-inspect and reassess the condition of all known or assumed friable ACBM. 3.8 Visually re-inspect previously considered non-friable ACBM and physically determine if it has become friable. 3.9 Identify homogenous areas of material that have become friable since the last inspections. Assess the condition of all newly friable material. In areas that are assumed ACBM and have become friable, collect, and analyze bulk samples. All sampling and analysis must be approved beforehand by the Environmental Compliance Coordinator in the Facilities Department of Harford County Public Schools. 3.10 Visually inspect science lab tables and make recommendations for disposal or repair. Determination of disposal and details about repairing should be submitted in writing. 3.11 Ensure that all samples are analyzed in accordance with AHERA regulations utilizing an approved National Voluntary Laboratory Accreditation Program (NVLAP) laboratory.
