Queen Anne’s County is soliciting Statement of Qualifications for the development of a comprehensive feasibility study for a multi-sport facility designed to enhance quality of life for citizens and provide high end tournament capabilities for regional sports tourism. The general purpose of the study is to provide implementation cost data for an expandable sports tourism facility for competitive sports programs and to include business development forecasting over a 10-year time horizon. The desirable attributes for such a facility along with the financial aspects are listed below for consideration to this solicitation. An array of six to ten lighted multi-purpose soccer/lacrosse fields suitable for hosting large regional tournaments A senior level lighted baseball/softball cloverleaf complex (four to eight fields) A 3,000-seat open air baseball stadium Seating to include seat back capabilities Include a fan friendly social gathering space and a unique outfield characteristic such as the “Green Monster” A mountain bike skills park/arena and pump track Service Restrooms and Concession Stands Include and detail a “Red-Barn” style concession stand with an industrial kitchen that may be converted into an eat-in establishment or rental space in the future Determine and detail network infrastructure needed to operate and support attendees and competition operations Determine and detail appropriate family friendly amenities such as shade and play areas Determine and detail appropriate parking for all new facilities Determine and detail specifications of equipment, hardware, furnishings, etc. Determine appropriate site acreage and concept layout of fields and associated buildings and required sports infrastructure. Provide cost opinion for the overall complex categorized by recreational function and/or proposed phase of the project Provide sports tourism business development forecasts for initial 10-year period Provide annual estimated profit and loss statements for initial 10-year period Identify issues/factors of concern that are relevant to development of sustainable and successful multi-sport athletic facility
