Services to be provided will include: 1. Obtain all regulatory approvals and permits for design. 2. Conduct 100% design work, including: a. Design of a two-way protected bicycle lane and roadway striping plan compatible with pertinent Maryland and federal standards. b. Design of ADA compliant pedestrian improvements as outlined in the 30% Design. Additional design may be necessary for the project where 30% design does not exist. c. Review and redesign of signal timing plans in the corridor to accommodate adjacent improvement projects and SHA controlled signals. d. Collect traffic data and conduct traffic analysis in the corridor to complement to signal timing redesign. e. Methods to provide access for emergency services to Frederick Health. f. Survey of the project area g. Engineering, preparing, and submitting plans, construction cost estimates, and bid documents for approval by the City. h. Provide submittals for Engineering Department review at 30%, 60%, 90% and 100% stage of design. i. Provide design that minimizes utility impacts and provides Value Engineering in general. j. Providing digital files in AutoCAD format in accordance with the City of Frederick Standard Design and Construction Specifications, as well as furnishing all labor, materials, tools, equipment, superintendence, transportation, and performing all work in strict accordance with this Request for Proposal. k. Assessment of existing conceptual plans. l. Preparation of complete signal timing plans, construction plans and documents. m. Preparation of a report with preliminary cost estimates for construction. n. Provide Right-of-way/easement agreement exhibits as necessary o. Provide a Maintenance of Traffic plan 3. Provide As-builts after completion of project. Assist with the construction phase: a. Assistance with the advertising for bids b. Attending the pre-bid conference
