INTENT:
The Judicial Branch of Arizona in Maricopa County (Court) is soliciting for responsive and responsible, experienced and qualified Providers to deliver online educational programs for the Juvenile Diversion Program, administered by the Juvenile Probation Department. These programs, mandated by Arizona Revised Statutes (A.R.S.), Section 8-321, are designed to reduce recidivism and address contributing factors to delinquent behavior, including substance abuse. Additionally, the Court seeks programs to provide defensive driving education for juveniles referred for traffic offenses under A.R.S. Title 28.
Juveniles participating in diversion who accept responsibility for delinquent or incorrigible acts are required to comply with program conditions, which may include online education as determined by the Juvenile Probation Officer. Juveniles accepting responsibility for traffic offenses may be required to attend a defensive driving school or education program in accordance with A.R.S. Title 28. These diversionary programs aim to prevent formal court involvement and equip juveniles with the tools necessary to avoid future delinquent behavior. Juveniles are referred to Juvenile Court for a range of delinquent and incorrigible acts, including, but not limited to, family violence, substance offenses (marijuana, other drugs, and alcohol), traffic offenses, assault, runaway behavior, truancy, and tobacco possession. The programs offered under this solicitation should address these behaviors, helping juveniles learn from their actions and prevent recidivism. The successful Provider(s) must comply with the provisions of A.R.S., Section 8-321 in developing and delivering these education programs. This solicitation seeks programs to serve diverted juveniles who have committed delinquent or incorrigible offenses, and their parents/legal guardians. The Maricopa County Juvenile Probation Department administers the diversion program. Programs addressing family dynamics, parenting skills, and support strategies for managing adolescent delinquent behaviors are of particular interest.

Respondents are solely responsible for submitting bids, and any modifications or withdrawals to be submitted electronically via Bidnetdirect.com. Paper responses will not be accepted. Any proposal, modification, or withdrawal received after the designated time is “late” and will be rejected and not evaluated.

All responses to this RFP become the property of the Judicial Branch of Arizona in Maricopa County and will be held confidential to the extent permissible by law. The Court will not be held accountable if material from solicitation responses are obtained without the written consent of the Respondent by parties other than the Court.
All communication/correspondence regarding this solicitation shall be directed to the Procurement Officer and/or Contracts Administrator listed on the solicitation; the Respondent shall not contact or direct inquiries concerning this solicitation to any other Court employee unless the solicitation specifically identifies a person other than the solicitation contact person as a contact.
