Specifications include, but are not limited to: The QA Contractor shall provide specialized knowledge and expertise in Quality Assurance for the Maine’s Women, Infants and Children Supplemental Nutrition Program (Maine WIC) eWIC Electronic Benefits Transfer (EBT) Project through regular oral and written assessments, recommendations, and reports on the attributes and variables (e.g., cost, schedule, scope, quality, accuracy, completeness, timeliness, and consistency of EBT Provider deliverables). All reports will include proactive, preventive measures to assist in problem identification and resolution as required. Include Food and Nutrition Service (FNS) requirements and review timeframes in the final QA Plan and project schedule. Deliver QA project initiation including plans for QA monitoring, risk assessment and management, a final QA Plan and schedule. Review and evaluate quality of all EBT Provider deliverables for the eWIC implementation project. Recommend solutions if EBT Provider deliverables require modification in order to be accepted by Maine WIC. Monitor, evaluate, and report status of all phases and deliverables for the project to the project team. Create required milestone reports to FNS as required for approval to proceed to the next major work area/milestone.
