Specifications include, but are not limited to: The JJAG has determined, in consultation with national experts, that the most appropriate way to assess the current system and to develop a plan to move away from incarceration through the creation of a continuum of community based supports, is through the creation of a high level task force supported by a third party researcher/facilitator. In accordance with our current three-year plan, the JJAG will, (in collaboration with legislative leaders, the representatives of the DOC and other executive branch personnel, the judiciary, and community partners), establish the Maine Juvenile Justice System Assessment and Reinvestment Task Force (“Task Force”). The Task Force will, with the support of a third-party researcher and facilitator, manage the assessment of Maine’s juvenile justice system and prepare a report that includes its findings and recommendations, including suggested legislation, for presentation to the Second Regular Session of the 129th Legislature.
