Specifications include, but are not limited to: CONDUCT A COMPREHENSIVE REVIEW AND EVALUATION OF THE CURRENT STATE COMPENSATION AND CLASSIFICATION SYSTEM, STRUCTURE AND POLICIES, INCLUDING BUT NOT LIMITED TO RECLASSIFICATIONS, RANGE CHANGES, STIPENDS AND OTHER ADJUSTMENTS RESULTING FROM ARBITRATION, LEGISLATION, SETTLEMENTS AND COLLECTIVE BARGAINING AGREEMENTS. IDENTIFY STRENGTHS AND WEAKNESSES OF THE CURRENT SYSTEM. IDENTIFY POTENTIAL ALTERNATIVE SYSTEMS FOR EMPLOYEES DOING COMPARABLE WORK FOR A SAMPLING OF PUBLIC AND PRIVATE SECTOR EMPLOYERS IN MAINE, OTHER NEW ENGLAND STATES AND OTHER STATES AS APPROPRIATE, INCLUDING THE STRENGTHS AND WEAKNESSES OF THESE SYSTEMS. MAKE RECOMMENDATIONS AS TO POTENTIAL CHANGES OR IMPROVEMENTS TO THE STATE’S SYSTEMS, TRANSITION TO POTENTIAL ALTERNATIVE CLASSIFICATION AND COMPENSATION SYSTEMS AND RECOMMENDATIONS AND/OR CONCLUSIONS AS TO BEST PRACTICES FOR CLASSIFICATION AND COMPENSATION SYSTEMS FOR COMPARABLE EMPLOYERS.
