The City of Biddeford wishes to have a modern cloud based solution for both HR/Payroll that is designed for the public sector, can meet our requirements, can provide modern self service options for employees, can provide modern analytical information and reporting, can eliminate the need for manual and paper based processes and tracking on spreadsheets. Ideally, our priority is core HR functions, self service (employee and manager), benefits, onboarding, Payroll, Absence, Time Tracking, Payroll Tax Filing Services. We would also like to have the ability to add on modules at a later time depending on cost such as: Applicant Tracking, Learning Management System, Performance Management, Leave Administration if not part of Absence, Employee Relations, OSHA Tracking (if not included with core HR), Employee Expense Reimbursement. Project Objectives • Modernize HR and payroll processes for city employees and departments with tax filing services • Eliminate paper processes and reduce errors • Electronic approvals and workflow for all processes leading to Payroll • Ensure compliance with government labor laws and municipal regulations • Integrate with existing public sector financial system, Munis Financials • Add employee self-service access for benefits, payroll, absences, schedules, and reporting • Strengthen data security and maintain transparency in payroll administration
