Specifications include, but are not limited to: The State of Maine, Department of Administrative and Financial Services, Maine Revenue Services, Property Tax Division, is seeking proposals for Catering Services that includes the preparation, delivery and service of meals and related functions as required for the 73rd Annual Maine Property Tax School at the University of Maine Hutchinson Center, 80 Belfast Avenue, Belfast, Maine. The 2020 Maine Property Tax School will be held the week of August 3 – August 7, 2020 at the University of Maine Hutchinson Center, 80 Belfast Avenue, Belfast, Maine. The Property Tax School (“school”) is divided into two sessions running from 8:30am to 12:00pm and 1:00pm to 4:30pm daily. Included in the program of the school are two 15-minute breaks and one 1-hour lunch period. The morning break period is scheduled for 10:00am and the afternoon break period is scheduled for 2:30pm, with the exception of Friday which does not have an afternoon break period. Lunch is served at noon. With the exception of Friday (one lunch location), lunch should be served in two different locations within the Hutchinson Center to allow for quicker food service for the attendees. The Hutchinson Center is responsible for the following: To grant the awarded contractor the exclusive use of the dining room, kitchen, service area, storage rooms and dressing room for conducting the food service operation. To furnish all utilities, including heat, hot water, gas and electricity for operating the above facilities. To furnish maintenance of all equipment. A. Below are the minimum expectations of services to be provided and Bidders must provide details of each expectation and include such detail in their proposal submission. The services and merchandise to be rendered shall be of high quality and shall be maintained to the reasonable satisfaction of the Maine Revenue Service. A weekly menu will be submitted by the Provider for the approval of the Maine Revenue Services representative two weeks in advance of serving. The dining rooms will be operated at such hours as outlined in the RFP. The Provider will pay promptly and according to the terms thereof all indebtedness contracted in connection with the conduct of running the dining operation at the Property Tax School. The Provider shall obtain as a direct expense of the operation all necessary permits and rules, ordinances and regulations relating to the preservation of the public health or applicable to the business, and for all federal, state and local taxes applicable to income and transactions of the provider. The Provider will keep the premises at all times clean, orderly and in excellent sanitary condition to the reasonable satisfaction of the Maine Revenue Services. The Provider will employ only persons who meet the health standards prescribed by all applicable Federal and State of Maine laws or regulations for the particular type of employment in which they are engaged. The Provider will maintain an adequate staff of employees for efficient operation and provide expert administrative, dietetic and purchasing personnel and further provide proper personnel for supervision and advice. The Provider will provide, as needed, meals for students with special dietary requirements.
