Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking proposals to provide a Behavioral Health (BH) Crisis Center in Cumberland County as defined in this Request for Proposals (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the contractor(s) will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder(s). The Department provides supportive, preventive, protective, and public health and intervention services to preserve public health and assist individuals and families in meeting their needs. The Department strives to provide these programs and services while respecting the rights and preferences of individuals and families. The Department’s Office of Substance Abuse and Mental Health Services (SAMHS) is responsible for ensuring the safety and well-being of individuals suffering from mental illness and Substance Use Disorders. Individuals in a BH Crisis in Maine frequently end up in the emergency department, sometimes in the criminal justice system, and often are admitted for psychiatric inpatient treatment due to lack of a complete continuum of Crisis Services and mechanism to link such individuals to ongoing community-based treatment in a timely manner. Crisis Services provided by the Department help fulfill the Consent Decree requirement to provide an array of mental health services in a timely manner. This RFP is intended to provide Crisis Services in Cumberland County to ensure that individuals receive the support necessary until the Crisis has been resolved or, as appropriate, a firm linkage to another service is in place. Crisis Center programming is designed to provide immediate assessment, triage and, when indicated, active treatment until warm handoff to the appropriate service. The goal of the Crisis Center is stabilizing the individual and re-integrating him/her back into the community.
