Specifications include, but are not limited to: AWP is seeking bids on a state-of-the-art web based application to centrally store animal welfare data as well as reduce manual effort and redundancy. This system will be hosted within the secure firewall on State of Maine hardware. The following business functions are described in this RFP: 1. Dog Licensing (October 15 to January 31 each year) 2. Animal Welfare Case Management 3. Animal Facility permitting, licensing and inspection 4. Help Fix Me!, Maine’s low income cat/dog spay/neuter program A mobile platform (tablets with GIS tracking) is required for agents and inspectors. A public facing web application is needed for public access by Maine residents, veterinarians and animal facilities. The system must be able to store and render related photos, documents, videos and emails in real-time. The system must be able to generate reports to track the progress of all aspects of the Animal Welfare Program. The system must be able to cross reference animals and contacts between Animal Welfare, Facilities, Licensing and Help Fix Me! tables. All email exchanges/communications must be logged as part of the Freedom of Access Act (FOAA).
