The downtown district supports many businesses and offices along with residential units and restaurants/eateries. City downtown parking lots must be maintained in a manner that safely provides for pedestrians and vehicles to travel through them. For the purposes of this contract, work for the successful bidder shall include maintaining all identified travel lanes of these parking lots in a passable condition during a storm event by removing snow and/or ice and treating them with de-icer. Snow and/or ice removal and treatment shall continue as needed throughout the storm with a final clean-up being performed at the end of the event. 1. The contractor shall be allowed (within reason) to determine the means and type of equipment to meet the requirements of this contract. All wheeled equipment must be inspected and registered and have flashing strobe lighting, be properly placarded, have adequate lighting, back-up alarms and any other required safety equipment. All individuals performing this work shall wear high-visibility clothing meeting ANSI Class III requirements if not within an enclosed cab. 2. This contract will be considered a commercial account, and the downtown “office” work schedule is primarily five (5) days a week with the eateries and businesses open seven (7) days a week. There are several residents who also live in the downtown area. Snow and/or ice removal shall be done on a priority basis during the “office” work schedules which are from 7:00 am through 5:30 pm. Monday to Friday. For nights, weekends, and holidays the schedule will be less defined and more on an as-needed basis. 3. The contractor shall start treatment for snow (or other frozen precipitation) and deicing at the beginning of an event and prior to a half (1/2) inch accumulating snow/sleet in the parking lots. Parking lots must be treated for any ice accumulation to keep passage safe. 4. Contractor shall provide the names and reliable contact information of three individuals who are available for the duration of this contract to respond to any questions or concerns of the City representative.
