Specifications include, but are not limited to: 1. When there is an Accumulation of Two (2) Inches or More of Precipitation, or the contractor’s services are requested, the Contractor agrees to clear and sand designated areas without interruption. The contractor may have to return to plow depending on the severity and duration of the storm. 2. All parking lots and access roads, sidewalks will be reasonably cleared no later than 6:00 am. If additional clean-ups are required, the contractor will need to return as necessary for issues such as snow falling from sections of the roof blocking the rear entrance to the assembly hall and drifting snow and/or melted snow. 3. The contractor may have to return to plow and sand multiple times, depending on the severity and duration of the storm. Contractor may need to return for additional clean-ups for issues such as snow falling from sections of the roof blocking the rear entrance to the assembly hall, drifting snow and/or melted snow. 4. Any time weather conditions create unsafe parking lot and road surfaces because of an accumulation of ice, such as melting and refreezing, and wind-caused drifts, Contractor shall initiate sanding/salting operations. 5. Treatment of roadways and parking areas will be done at the time of plowing, as needed. The Contractor will use a sand salt mixture that meets Maine Department of Transportation’s specs. https://www.maine.gov/mdot/contractors/publications/standardspec/ 6. Priority of areas to be cleared shall be as follows: Main Entrance and exit to 179 Western Avenue. Fire Lane around Augusta Armory. Lower Parking area (west of the Armory). Upper Parking area directly behind the lower parking area. The road known as Webster Trail to From Augusta Armory to Airport Road; approximately 1/10th of a mile long (see facility drawing Table 1 below on pg.15). 7. The employees at this facility are responsible for the shoveling and sanding of all entrances to the facility. Snow at this facility will be piled in areas identified on the facility drawing (Table 1 below) to the extent possible to reduce hauling. If the snow can no longer be piled effectively the contractor must notify the Department. The Contractor agrees to contact the Program Administrator if for some reason the entire Property cannot be completed within (6) hours after completion of the precipitation event. Main Entrance and exit to 179 Western Avenue will be plowed and sand/salted no later than 6:00 am. As well as at an interval that keeps the area open to traffic throughout the entirety of the precipitation event. Fire Lane around Augusta Armory will be plowed and sand/salted no later than 6:00am. As well as at an interval that keeps the area open to traffic throughout the entirety of the precipitation event. Lower Parking Lot will be plowed and sand/salted no later than 6:00 am. It will be reasonably maintained throughout the precipitation event. (Open Parking and Driving Lanes) Upper Parking Lot will be plowed and sand/salted no later than 6:00 am. It will be reasonably maintained throughout the precipitation event. (Open Parking and Driving Lanes) Webster Trail will be plowed and sand/salted no later than 6:00am. As well as at an interval that keeps the area open to traffic throughout the entirety of the precipitation event. This Facility is open on some weekends and Holidays. Contractor must meet the Standards even on these occasions. Contractor and Point of Contact at this Facility will need to set up a method of relaying this information. Area’s designated as no snow piling will be kept passable with a minimum of 15 feet of clearance. 17. The contractor will supply enough equipment to include the following equipment, One (1) five- yard capacity front-end loader; two (2) 1-ton or larger plow trucks capable of clearing a minimum of 8 feet per swath; and, two (2) truck-mounted sanders to complete the sanding in a timely manner. 18. This is the minimum established by the Department to adequately complete the clearing and or removal of precipitation and sanding in a timely matter. 19. Snow at this facility will be piled in areas identified on the facility drawing (Table 1 below) to the extent possible to reduce hauling. If snow can no longer be piled effectively the contractor must notify the Department. 20. Any snow piles at the facility needing to be removed will be hauled to a snow dump area meeting the requirements of Maine Department of Environmental Protection rules for Snow Dumps, Chapter 573, 06-096CMR after normal work hours of operation (7:00am – 4:30pm)
