1. Interact with Town Staff, Boards and Taxpayers: a. Engage with taxpayers, the Board of Assessment Review members, the Town Council, and other Town staff to provide assistance on matters of property valuation and taxation. b. Complete the annual sales ratio study/turnaround document and Municipal Valuation Return, annual Tree Growth report, Homestead Exemption Reimbursement, and any other annual exemption reports in a timely manner with assistance from Town staff. c. Attend Town Council and Board of Assessment Review members meetings on an as-needed basis to review assessment activities and issues, on a preventative and proactive basis, whenever in the contractor’s professional judgment such a meeting would be helpful to the Town. d. Assist the Town Manager as necessary in designing and executing any training of members of the Town's administrative staff in the areas of data collection, recording, transfer, and maintenance. e. Contractor will perform all such services in accordance with the standards of care applying to Certified Maine Assessors and applicable regulations and standards promulgated or adopted by the Bureau of Taxation/Maine Revenue Services, and applicable requirements of law, and will maintain the contractor’s current level of licensure and certification. 2. Maintain Accurate Records: a. Ensure that the office's records, including maps and Vision system data, are accurate and current. b. Oversee and maintain the accuracy of all Town assessment valuations and records, including but not limited to property record cards, tax maps (advise only), new construction, reconstruction, demolitions, land transfers, etc., that have occurred within the Town since April 1st of each year, and which have not previously been accurately or completely assessed and recorded. c. Oversee the process to update all deeds and update Vision software and record cards including photos, when applicable. d. Manage the E-911 addressing function for Old Orchard Beach, in conjunction with the Police and Fire Department, following the State of Maine recommended E-911 addressing procedures. 3. Inspection and Assessment Reviews: a. Review and make recommendations on properties under abatement appeal. b. Complete sales verification studies and conduct other analysis and fieldwork associated with valuation and certification. c. Validate exemption applications and transfer for entry by Town staff. d. Approve current use applications and changes. e. Complete the annual State of Maine Municipal Valuation Return in cooperation with the Finance Director, and the Town Manager. f. Ensure the Town's compliance with applicable Maine statutes and applicable regulations, and to advise the Town of any lack of compliance and recommend necessary remedial action(s) in a timely manner.
