Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a Firm Fixed Price contract to rent Temporary HVAC & Exhaust system and Desiccant Climate Controlled Unit (DCCU) system for use at Portsmouth Naval Shipyard in Kittery, ME to provide dry and tempered process air for conditioning various industrial applications. This HVAC system is intended to provide continuous tempered air to an industrial work environment, to provide fresh outside air exchanges, to provide exhaust for scavenging effluent fumes from industrial processes, and to maintain positive pressurization with respect to the external environment of the conditioned space. The HVAC system must include one HVAC Unit and three Industrial Exhaust Blowers, as well as the associated onboard controls to operate the equipment. The DH system must include a single DCCU as well as the associated onboard controls. A chiller, chilled water pump, chilled water hose manifolds, hose assemblies as well as the associated onboard controls shall be provided and will be used to establish a temporary chilled water system. The intent of this chilled water system is to serve the DCCU pre-cooling and post-cooling coil in addition the HVAC unit cooling coil. There is no industrial process steam available at NBPL and all DCCU reactivation process heat shall be generated via electric resistance heating elements. Steam specifications listed for reactivation heat is only intended as an emergency backup heat source and shall not be used under any normal operating conditions. Fuel fired (NG, LP) combustion reactivation heaters are not acceptable and shall not be considered as an equivalent substitution. All equipment conveying air to and from the industrial space must be pre-wired with remote E-Stop capability in order to provide a means to secure airflow in the event of an emergency response. Each HVAC unit, exhaust blower, DCCU and Chiller must be frame/skid mounted and meet the lifting & handling requirements as defined in the specification.
This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Quote (RFQ). As such, all interested parties are encouraged to respond.Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion of the Government.
