Specifications include, but are not limited to: The City of Augusta Public Works is seeking bids to provide labor, equipment, de-icing materials, insurance and incidentals to provide for snow and/or ice removal services on City sidewalks, walks, exterior stairways in the Augusta Downtown area from Bridge St. south to Rhines Hill Parking lot (included) for the 2022-23 winter season. The downtown district supports many businesses and offices along with residential units, restaurants and night clubs. City sidewalks, walks and exterior stairways (herein referred to as “Walks”), must be maintained in a manner that safely provides for pedestrians (and vehicles) to travel through the downtown area. For the purposes of this contract, work for the successful bidder shall include maintaining all identified Walks and stairs in a passable condition during a storm event by removing snow and/or ice and treating with de-icer. Snow and/or ice removal and treatment shall continue as needed throughout the storm with a final clean-up being performed at the end of the event. 1. The total linear footage of sidewalk is approximately 1530 linear feet plus stairways. The width of the stairs and sidewalks vary. All walks must be treated with Calcium Chloride. 2. There are also numerous crosswalk landing areas. 3. It is expected that the “critical walking routes” (identified on the attached sheets in red) will be open and treated and walkable at a minimum by 7:00 am, again by 11:00 am, and again by 4:00 pm. The “secondary walking routes” shall be done immediately following the “critical walking routes” (identified on the attached sheet in orange). For nights, weekends, and holidays the schedule will be less defined and more on an as needed basis. However, the Walks need to be passable to the average pedestrian between the hours of 6 am to 10 pm. 4. Snow and/or ice removal on the areas designated as the “critical walking routes” and “secondary walking routes” will continue during the storm event until the streets and sidewalks are clear of any accumulation of snow and/or ice and deemed safe for pedestrian traffic (including pedestrians using aids). The contractor will provide an adequate number of personnel and equipment for this contract to provide the required level of service. 6 Snow and/or ice must be removed from the pavement, a minimum of three (3) feet wide on sidewalks and stairs and pushed out of the way of pedestrian traffic during a storm. The crosswalk landing areas shall be cleared (including snow and/or ice banks created by the vehicles plowing the street) to allow for safe use. All walks, stairs, and landings shall be treated with a deicer immediately after the snow and/or ice has been removed. The contractor is responsible to provide the deicing (calcium chloride) product that will be applied to the walks. 7 After the storm, the full width of the stairs and sidewalks shall be cleared of all snow and/or ice and shall be pushed towards the road where possible so it can be removed when the City performs night-time snow removal in the downtown area. This is generally the night following a plowable snow and/or ice event. The City will provide cleanup of any areas that the contractor is responsible to maintain that may have been covered back up by the City during the snow removal operation after the storm. 8 The bus stop platform and walkway at the south end of the rail bed parking lot must be maintained as all other walk ways as well as the opening in the guardrail adjacent to the bus stop to the parking lot
