Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking proposals to provide the Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey of Home and Community Based Services (HCBS) as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Office of Aging and Disability Services (OADS) is responsible for the provision of services that promote the highest level of independence, health and safety of older citizens, vulnerable adults, and adults with disabilities. The HCBS CAHPS survey was created by the Centers for Medicare & Medicaid Services (CMS) and evaluates the experience of care by individuals receiving long-term services and supports from state Medicaid HCBS Waiver programs. The HCBS CAHPS survey is a cross-disability questionnaire targeted for adults with disabilities, which includes older adults or persons with physical disabilities and adults with intellectual or developmental disabilities, such as autism spectrum disorders, traumatic/acquired brain injury, or other related conditions. Data collected from the HCBS CAHPS survey is included in CMS’s quality measure set and may be used to evaluate quality assurances associated with OADS’ five (5) Waiver programs.
